The Phoenix Agenda was established to address the underachievement of African Heritage Children in Leicester City Schools. Approximately ten years ago the Government had identified failings within Leicester City Schools to address the underachievement of certain communities, The Phoenix Agenda arose in 2011 firstly  to address the growing concerns of African Heritage families and communities within the City and secondly as a consequence of the issue being highlighted within Government circles.

The Phoenix Agenda was set up as a Social Enterprise and began working with a City School focussing  on developing strategies to raise the achievement of targeted groups, this included holding Presentation Events to build self esteem and awareness of African Heritage achievement in City Schools. However as a further consequence of the publication of another Leicester City Council report  led by the Children and Young Peoples Scrutiny Commission in 2018 entitled "The Underachievement of African Caribbean and White Working Class Pupils, The Phoenix Agenda recognised that something more was needed, this resulted in the setting up of  Phoenix Agenda Supplementary School in October 2019.
